With the above trick, Tam has successfully withdrawn money many times from the bank account of Polytechnic University opened at BIDV Bank, Hai Van branch. After withdrawing the money, Ms. Tam did not enter the cash fund but used it all for personal purposes.

After signing the check without content, Mr. Vinh did not check how much was withdrawn? Is there a cash deposit? Actual spending on what content? What is the document proving the payment of money?…, but leaving Ms. Tam and Mr. Huy to perform the same behavior for a long time from 2021 to December 31, 2022.
Mr. Vinh’s behavior seriously violated the regulations on making and drawing checks, violating regulations on the management and use of public property, the consequences from 2021 to December 31, 2022, Ms. Tam withdrew and appropriated tens of billions of dong from the University.
