The above four routes have a total length of 11.9km and a cross-sectional width of 11.6-55m. Started construction in February 2014, the estimated time to complete the roads is 36 months with the expectation of changing the face of Thu Thiem urban area, boosting the economy for this area.
Nine years have passed, and all four routes have not been handed over and used.

According to Mr. An, many previous information said that the total investment of four roads was over 12 trillion dong, it took thousands of billions to build each kilometer of road. However, a representative of the Department of Transport informed that following the State Audit Agency inspected and considered, the total investment of the project was VND 8,265 billion.
All four roads temporarily stopped construction from February 2017 due to the work of compensation and site clearance. Currently, the construction volume reaches 85%.
In order to complete the work and take over the final settlement and put it into use, the city has to continue to sign additional contract addendums, because the old contract addendum has expired in 2016.
“Authorities and investors are approaching to speed up the progress. Only then will it be possible to determine the time to put all four roads into use,” said Deputy Director of the Department of Transport.
In 2021, Thu Duc City held a ceremony to announce the names of the above four routes.
The naming of streets in Thu Duc City is implemented according to the Resolution on supplementing the road name fund and naming roads in the area of Ho Chi Minh City, approved by the IXth HCMC People’s Council at its 23rd meeting, dated on December 9, 2020.
On that basis, Thu Duc City was considered to name 20 arterial roads and new residential areas associated with the names of famous people and historical figures through the periods.
In which, taking the name Tran Bach Dang, To Huu, Nguyen Thien Thanh, Bui Thien Ngo to name the roads R1, R2, R3, R4 in Thu Thiem new urban area.
At the meeting, Deputy Head of Housing and Real Estate Market Development Department, Ho Chi Minh City Department of Construction Nguyen Van Hoan informed regarding the plan to use the resettlement area of Thu Thiem New Urban Area.
Previously, to meet the housing needs of households affected by the project, the old District 2 People’s Committee had a survey and a program of 12,500 apartments for resettlement in Thu Thiem New Urban Area.
With 3,800 apartments no longer needed to serve the needs of resettlement, the Prime Minister, the Ministry of Construction approved the city to auction. The City People’s Committee assigned the land fund development center under the Department of Natural Resources and Environment to perform the auction function.
Up to now, the organization of the auction has stalled because Ho Chi Minh City has to fight the COVID-19 epidemic. The city also makes use of these 3,800 apartments as a concentrated treatment area during the peak anti-epidemic period.
Before that, Ho Chi Minh City held auctions many times but failed.
Mr. Hoan informed that the city has set up a working group chaired by the Department of Natural Resources and Environment to advise the City People’s Committee to speed up the auction work in the near future.
