Recently, Thanh Hoa City People’s Committee has sent a document to the Departments of Construction, Department of Natural Resources – Environment, Department of Finance and Song Ma Joint Stock Company to request information related to the project. According to this document, the South Le Loi Boulevard Apartment project was built on Street 7, Lam Son Ward (Thanh Hoa City) with an area of ​​​​over 772 m2, including a 5-storey building with 46 apartments. built before 2000 by Thanh Hoa House Trading Company as an investor (now Song Ma Joint Stock Company).

Lam Son Ward People’s Committee has checked the current status and determined that the apartment building does not have any direct operating units (the ward only temporarily stands to grasp the situation of security, order and social security…) so the management There are many shortcomings in the management and operation of apartments, which directly affect the stability of people’s lives as well as the management and coordination of security and order, social security, fire prevention…

Although the People’s Committee of Lam Son ward has repeatedly requested Song Ma Joint Stock Company to provide the project’s documents (including legal documents, design documents, acceptance and handover of the works to be put into use). application…) but received no response.

In order to have a legal basis to guide the People’s Committee of Lam Son Ward to manage and operate the apartment building, the People’s Committee of Thanh Hoa City requested the above units to provide information and documents related to this project.

It is not clear who manages the apartment building, which will make it difficult for the management of security and order, social security, and fire prevention.

On February 7, Song Ma Joint Stock Company sent a written reply that because the project was put into operation before 2003 (more than 20 years), the handover of the apartment building and related expenses was not the case. related to the operation of the company does not collect any costs. On the other hand, following equitization, no items related to the revenues and expenditures of households living in the South Le Loi Boulevard Apartment to operate the apartment building were handed over.

In addition, following the equitization, Song Ma Joint Stock Company is not allowed to hand over the design documents, construction drawings, acceptance test… Therefore, the company does not know the number of apartments as well as the number of apartments. the issuance of ownership certificates for these apartments.

Meanwhile, through the review, the Thanh Hoa Department of Finance said that there is no information on the payment and settlement of the works, the handover of the property and the handover of the property to the management unit, the remaining costs. unpaid (such as costs related to the operation of the apartment building…) for the above apartment project.

Currently, Thanh Hoa City People’s Committee is waiting for the reply of the units to capture the information and coordinate to find a solution.
