“If the forward is in an offside position, the defender cannot be stopped. He had two seconds to get close to him and make him an obstacle. The defender himself should have exposed the player as an obstacle for him to be penalized. If this defender approaches and is going to challenge him for the ball, the play is invalidated. It’s that simple”, explained the president of the Commission.
“The one who is offside may be close to the ball and that is not a reason to consider it as an offence, but when he physically and real interferes with an opponent, we penalize. For us, that goal is very well validated, ”he argued.
Roberto Tobar points out that the Chilean soccer arbitration federation must have a clearer and more profound vision of the development of the game. “It’s easy for us to raise the flag immediately if we see someone offside and we don’t get in trouble. But no, we want to go for more. We want to go for the development of football and for it to benefit the team that is attacking”, added the former FIFA referee.
