(PLO)- People in Khanh Hoa actively allocated the ground for the construction of the North-South expressway right following the government implemented the site clearance policy.
The construction component project of the Van Phong – Nha Trang section of the East North – South Expressway project in the 2021 – 2025 period was started on January 1. The project is more than 83 km long, going to Dien Khanh, Khanh Vinh, Van Ninh districts and Ninh Hoa town.
People agree to allocate land when there is a policy
To implement the project, Khanh Hoa province had to clear more than 616 hectares of land, affecting 4,126 cases of people having their land acquired. However, in November 2022, the province handed over to the project owner, Project Management Board 7 under the Ministry of Transport, over 73% of the area, meeting the schedule according to the Government’s resolution.

Mr. Nguyen Minh Thu, Vice Chairman of Ninh Hoa Town People’s Committee, said that in February 2022, the locality had just had a policy to carry out site clearance for highway construction and immediately set up a Steering Committee for site clearance. Leaders of wards and communes were brought into the committee to directly carry out the work.
Along with that, the town established a compensation and resettlement council and propagated to the people regarding the project. “Leaders of the Town Party Committee and People’s Committee of the town always mention the site clearance, direct the propaganda to have consensus among the people, create transparency and synchronization in land clearance work,” said Mr. Thu.
The North-South Expressway Project, the section from Van Phong – Nha Trang through Ninh Hoa town, is 29 km long, affecting 710 households. Up to now, the town’s People’s Committee has approved compensation for 627 cases totaling 225 billion VND. Along with that, the locality also approved for 563 cases of being rewarded for early handing over with nearly 1.7 billion VND.
Standing in front of a field of more than 2,500 m2 that has been handed over, Mr. Tran Van Tinh (60 years old, living in Ninh Son commune, Ninh Hoa town) said his family has been granted this field since 1981. More than 40 years of cultivation on the field. However, when the government had a policy, his family agreed to immediately allocate the land.
According to Mr. Tinh, the government has held no less than five people meetings to inform regarding the expressway project. People are answered all questions regarding the support and compensation policy of the project. “Although we do not campaign from house to house, through meetings, the authorities have dialogues and explanations for the people to understand. Therefore, we all agreed to hand over the land to the investor soon,” said Mr. Tinh.

And Mr. Nguyen Ngoc Chau (66 years old, living in Gia My village, Ninh Son commune) said that the benefit from the expressway project is not yet imagined by the people. The passing project also disturbs life. However, this is a national key project in the long-term when the project creates more convenient traffic,” Chau said, adding that he had agreed to hand over 3,500 m2 of land to the project as soon as the policy was issued. .
Hire a consultant to appraise the land price for people
Talking to PV, Mr. Dao Trung Hai, Chairman of Ninh Son Commune People’s Committee, said that in order to mobilize people in land clearance, as soon as there is a policy, the whole political system has stepped in.
Mr. Hai said that the first thing for people to agree is clear information regarding the project, compensation and support policies when acquiring land. “People have questions, we answer them right away. The commune also cooperates with the Town Land Fund Center to publicly list prices for people to exchange. Therefore, many people have handed over the ground before even having a compensation plan,” said Mr. Hai.
In order for people to trust land allocation, the Ninh Son commune government has been very strict when not imposing a price in the style of “scraping flat” with the same type of agricultural land. Commune cadastral officers have made separate records for households investing in growing onions, garlic and other crops.

“Households that grow onions and garlic have high land investment costs, so we make separate records. Then coordinate with the Land Fund Center to hire a consulting unit to appraise the prices for these land plots so that people do not suffer losses in the compensation policy,” said a cadastral officer of Ninh Son commune.
Deploying site clearance from June 2022, so far Ninh Son commune has no complaints or lawsuits regarding site clearance. Mr. Dang Quy Hoc (living in village 1, Ninh Son commune) said he was very worried when his family’s production land was withdrawn 4,200/4,800 m2.
However, following receiving more than VND 630 million in compensation and support, the family invested in converting towards high-tech agriculture to stabilize their lives. “At first, I wondered how I would be compensated. But people are also very excited when there is a highway project passing. I will change the farming practices,” Hoc said.
Mr. Nguyen Van Dan, Director of Khanh Hoa Department of Transport, said that 74% of the site has been handed over to the investor for the construction of the project. The Department is continuing to urge localities to speed up the payment of compensation. At the same time, urgently complete six resettlement areas to relocate people in the area of settlement to stabilize their lives to hand over the premises.
“Currently, there are still land plots of people, resettlement and infrastructure relocation. The Department of Transport is urging to complete the site clearance and hand over to the investor in the second quarter of 2023 “- Mr. Dan informed.

Talking to PV, Mr. Nguyen Tan Tuan, Chairman of Khanh Hoa Provincial People’s Committee, said that the results achieved from the site clearance of the project are from the consensus of the people. At the same time, there is propaganda and mobilization of the whole political system.
“The most important thing is people’s awareness of national key projects. People are ready to sacrifice their personal interests to serve the development of traffic and social infrastructure,” said Mr.
According to the Chairman of Khanh Hoa Provincial People’s Committee, this is the premise for the site clearance of upcoming key projects. However, the government must also publicly and transparently plan, serve the common interests and ensure the interests of the people when the State recovers the land.
In Khanh Hoa province, investment and construction of four expressway projects are underway, namely Nha Trang – Cam Lam project and Cam Lam – Vinh Hao project under the East North – South expressway project in the period 2017- 2020, the Van Phong – Nha Trang project belongs to the East North – South expressway project in the 2021-2025 period, and the Khanh Hoa – Buon Ma Thuot expressway project phase 1.
Up to now, Cam Lam – Vinh Hao project has completed site clearance at 100%; Nha Trang – Cam Lam project reached 99.5%, currently completing the remaining work to complete the site clearance of the project; Van Phong – Nha Trang project reached more than 74%; Khanh Hoa – Buon Ma Thuot expressway project phase 1 is starting to implement site clearance work.
