Opinion of 29.01.23 relating to the evaluation report of experiments in autonomy in health (art. 92 of law n° 2016-41 of 26.01.16 on the modernization of our health system)

The National Health Conference (CNS) was seized, by a letter from Mr. Pr SALOMON, Director General of Health 1to give an opinion on the Government’s draft report to Parliament on the 5-year experiments of pilot projects to support independent health, implemented within the framework of Article 92 of Law No. 2016 -41 of January 26, 2016 to modernize our health system.

This opinion was drawn up during the month of January and adopted on January 29, 2023 (electronic vote organized from January 26 to 29, 2023), in “emergency procedure” by the permanent commission of the CNS 2 :

the CNS considers support for health autonomy as an essential function of our health system;

- it stresses the importance of collectively drawing lessons from this experiment, as the report focuses on, in order to facilitate and extend the support systems for independent health care;

- for the time being, the CNS is asking for the sustainability of “convincing” experiments that have demonstrated their effectiveness and the sustainability of their funding without waiting for the extension or generalization phase.

The text was adopted by 13 votes “for” out of 17 members (composition of the CP), 2 votes also expressed in favor of the adoption of the text, excluding the voting time allowed, might not be retained, and 2 members did not participate in the vote.
