Of the 13 defendants, 3 are the leaders of the 2901V Center, including: Le Van Ngan (born in 1969, in Dich Vong ward, Cau Giay district, Hanoi) is the director of the 2901V Center; Tang Xuan Huy (born in 1974, in Cau Dien ward, Nam Tu Liem district, Hanoi city) and Vu Manh Hien (born in 1977, in Le Chan district, Hai Phong city) are also Deputy Directors of 2901V Center. .

The remaining defendants are all registrars at Center 2901V, including: Trinh Quang Le (born in 1985, in Trau Quy town, Gia Lam district, Hanoi city); Tran Nam Thanh (born in 1970, in Lang Ha ward, Dong Da district, Hanoi city); Vu Ngoc Thang (born in 1984, in Phuc La ward, Ha Dong district, Hanoi city); Nguyen Van Canh (born in 1986) and Dang Hong Minh (born in 1985) are both in Nam Tu Liem district, Hanoi city; Ngo The Luc (born in 1986, in Dinh Cong ward, Hoang Mai district, Hanoi city); Nguyen Quang Hung (born in 1991) and Duong Duc Minh (born in 1982) are both in Thanh Tri district, Hanoi city; Hoang Phuc Tho (born in 1990, in Dinh Cong ward, Hoang Mai district, Hanoi city) and Le Quang Linh (born in 1980, in Dong Da district, Hanoi city).

The number of vehicles coming to register for registration each day is different, the amount of money illegally collected from each vehicle is different, on average, each day the subjects gain illegal profits from 6 million to 8 million dong.

Thanh Tri district police also determined that at the end of each day, the subjects gathered illegal profits and divided them among the entire board of directors, officers and employees of the Center at the rate of 20% of the total amount given to Le Van. Ngan (Director) does “foreign relations” expenses; 1 million VND put into the fund (if there are less than 50 cars per day, this amount is not required to be deducted from the fund) to use for the work of the unit such as holidays, Tet, vacations, inspection…

Hoang Phuc Tho holds this fund and spends it under the direction of Le Van Ngan.

After deducting the above expenses, the remaining amount is divided into 51 equal parts and divided according to the ratio: Director receives 5 parts/person; Deputy Director receives 4 parts/person; The registrar receives 3 parts/person, office staff, accountants and security guards receive 1 part/person.

Previously, on January 30, Thuong Tin district police said that related to violations at Registration Center 2915D (address in Ha Hoi commune, Thuong Tin, Hanoi), the unit prosecuted the case, prosecuted 5 accused for investigation and clarification. The defendants include: Dinh Van Hung (59 years old, residing in Hoang Mai district, Hanoi city), Chairman of the Board of members of Hiep Ha Company Limited; Pham Chi Cong (33 years old, residing in Thanh Tri district, Hanoi city), Director of Registration Center 2915D; Do Tien Duc (32 years old, residing in Ha Dong district, Hanoi city) and Tran Van Diem (26 years old, residing in Dai Tu district, Thai Nguyen province) are both registrars; Luu Thi Ha (34 years old, living in Hoang Mai district, Hanoi city) is a professional employee.

According to the initial investigation, the police agency discovered that the registration center 2915D belonging to Hiep Ha Company Limited had the act of accepting bribes from vehicle owners to ignore registration errors for vehicles. vehicles do not meet the standards of the braking system and environmental protection emissions.

At the police station, the subjects confessed that when the vehicle owners came to the center to register, the inspectors discovered errors in brakes or emission standards…

However, the subjects met privately with the vehicle owner and asked for 200,000-300,000 VND to change the inspection results.

After receiving the money, for brake failure, the inspectors perform reverse gear so that the meter shows satisfactory results. For emission standard errors, the surveyor will cover the “emission sensor eye” to confirm that the machine meets the standard.

The case is continuing to be investigated, clarified and handled in accordance with law.
