Fictitious civil servants: the State loses 32 billion GNF per month

This is a revelation made by the Minister of the Public Service and Labor, on the occasion of the Council of Ministers of this Thursday, January 26, 2023. Julien Yombouno believes that this scourge must be stopped by all means.

According to Julien Yombouno, from 2017 to 2021, many agents were massively engaged in the Public Service without respecting the provisions of Law 0027 on the general status of State agents.

A situation according to him, which had impacts “quite significant” on the budget and the normal functioning of the State apparatus.

“These include: agents who died in service for several years and were not deleted from the administrative management file (FGA) before the advent of the CNRD, thousands of agents admitted to claiming their right to retirement for years , never retired before the advent of the CNRD, hundreds of agents in multiple functions (exercising in the private sector) not placed in a position of availability, therefore remained in the FGA and paid to the Public Service, hundreds of agents living abroad but maintained in the FGA and paid at the end of each month to the account of the Public Service”.

Further, Minister Julien Yombouno, indicated that this situation “has caused a financial drain on the order of more than 32 billion GNF per month. It is imperative to stop this scourge by all means.”
