From “Advanced Practice” for Nursing Specialties…

Ce advanced practice report, carried out jointly by Igas and IGESR, recommends advanced practice for operating room nurses first, then for child nurses, and even for operating room nurses. The status of hospital student for nurses at master’s level is also envisaged.

Following the publication of the IGAS report “Trajectories for new sharing of skills between health professionals” of November 2021, in January 2022 the Minister of Health informed the professionals concerned, advanced practice nurses (IPA) and specialized nurses (nurse anesthetists, operating theater nurses and childcare workers), as well as the national orders of doctors and nurses and medical partners, its orientations. These relate to the desire to remove certain difficulties in the exercise of APNs and the recognition in advanced practice of all or part of the specialized nurses, in priority the nurse-anesthetists, by consolidating the training institutes of the nursing specialties.

It has asked the General Inspectorate of Social Affairs to carry out, in close collaboration with the General Directorate for the Provision of Care (DGOS), a consultation with these professionals, in order to “to clarify, to specify, to appraise” the issues of exercise and training addressed in the report, this referral becoming in February joint with the Minister responsible for higher education at IGAS and IGESR (General Inspectorate for Higher Education and Research) .

The mission led four working groups until mid-May 2022, one with each profession (IPA, RN, IBO, childcare workers), in order to coordinate the legislative and regulatory changes necessary to redefine the legal framework for advanced nursing practice. , by providing for the procedures for recognizing nurse anesthetists in advanced practice.

The work took into account additional projects carried out by the DGOS (experiment with a first prescription by APNs of health products currently subject to compulsory medical prescription), the Social Security Department and the CNAM (amendments to the national nursing agreement partly specific to APNs, amendment no. 7 of 2019, and no. 9 concluded on July 27, 2022), and the reengineering of the state diploma for operating room nurses (decree and order of April 27, 2022), bearing this two-year training with universitarization and recognition of the master’s degree, as for nurse anesthetists since 2012.

The report reproduces the work carried out and the draft texts drawn up within the framework of this consultation, which is to be finalized in forms and timetables to be determined.
