This Tuesday, Cecilia Moreau asked the president Alberto Fernandez that the project of the “Lucio Law” is incorporated into the agenda of extraordinary sessions of Congress. It seeks to implement a training plan for public officials so that they know how to act in situations of violence once morest minors.
The objective of the head of the Chamber of Deputies is that said project be approved in the senate, given that it already has half a sanction from the lower house. In this way, it seeks to create and establish the “Federal Training Plan of a continuous, permanent and mandatory nature, in the rights of children and adolescents”.
Specifically, Moreau asked the president, through a formal letter, that the treatment of the initiative be incorporated into the agenda of extraordinary sessions, which began this Monday and will last until February 28. The request was made when there are a few days left before the sentence for the defendants for the death of the child is known.
“Through it, a State policy is generated to work on the prevention and early detection of violence once morest children and adolescents”explained the deputy and remarked that “one of the greatest responsibilities of the State is to ensure the full and harmonious development of children.”
Likewise, it considered that it should be treated urgently, “since every day counts in the protection of the most vulnerable”.

The project of the “Lucio Law” it was approved on November 9, 2022 in the Chamber of Deputies by 228 votes and, if it is finally sanctioned, the National Executive Power together with the Judiciary will prepare a action protocol for security forces, administrative agencies for children and judges with family competence.
In this sense, it would also order the mandatory training on child rights and violence once morest girls, boys and adolescents of any person who performs in the public function, at all levels and hierarchies and both in the Executive, Legislative and Judicial branches.
The ultimate goal of this tutorial and training is to unify the criteria for action at the national level together with the coordination of the relevant provincial and state entities, trying to guarantee equal access to Justice for children and adolescents.
One of the fundamental principles of the “Lucio Law” is to ensure the respect for the Convention on the Rights of the Childincorporated into the National Constitution, and by the Ley 26.061 Comprehensive Protection of the Rights of Girls, Boys and Adolescents.
In turn, it also seeks to promote spaces and methodologies that promote and guarantee the children’s right to be heard during all administrative and judicial processes.
The project, which was approved unanimously in the lower house, is inspired by the case Lucio Dupuy, the child who died due to blows suffered in the province of La Pampa. For his death, his mother and partner were accused and the sentence for both will be known when the next February 2.
