Democracy can be a “weapon of mass construction”

Faced with the vote of the Parliament e once morest the Kingdom of Morocco, for “lack of respect for human rights”, indifference may be a response to this institution without real power. Indifference is not synonymous with passivity. On the contrary, it can be a conscious and active political choice. It may even be necessary when the “other” suffers from “ideological blindness and deafness”.

Democracy is not “ready to wear”. It first takes root locally while nourishing itself universally. Likewise, its construction has never been linear. There is no single model. And it is not an irreversible process. It can even be used formally to better dress an authoritarian system. All attempts or external pressures to impose a standard model of democracy have failed. In some cases, they have even objectively contributed to negative developments. Contemporary history says so. The best-known cases are those of Iraq and Afghanistan.

Moreover, the instrumentation of democracy for authoritarian purposes is not only local. It can also be international. Here too there are many examples where the question of human rights has served for very obvious calculations of interests and interference in the internal affairs of States oriented towards authentically sovereign choices. A critical and lucid look at the state of the UN, especially during the global health crisis, makes it possible to become aware of this international reality governed above all by power relations. In this context of crisis, faced with a common threat, States have generally preferred every man for himself.

South of the Mediterranean, the factors of instability are multiplying. The Sahara affair, in the south of Morocco, which will soon be 50 years old, divides the States of this region, in particular Morocco and Algeria, two countries which might become the main locomotives of regional integration, beneficial to the peoples, and better guarantee of stability and peace for the whole Mediterranean. Algeria is bogged down. For the moment, it is “breathing” thanks to the rise in oil and gas prices. But this is a temporary situation. This country is structurally at an impasse. Governing by buying social peace while cultivating fear/terror can only lead to chaos. Power conquered by force can only endure by force and perish by force.

Morocco, from the beginning of the 21th century, chose the path of reconciliation. An action almost aborted or slowed down by the terrorist attacks of May 16, 2003, but which resumed relatively with the Constitution of 2011, to go into hibernation with the “charlatan brothers”. Then came, in 2021, the turn of a government led by a Businessman. The democratic process started in Morocco is not linear. The achievements are the fruit of local political and social struggles. In this process, Moroccans do not need lessons or paternalistic support. The reality of Morocco deserves to be better known. This is the permanent role of diplomatic professionals, but it is also the role of key institutions in the Kingdom such as Parliament, the National Human Rights Council, political parties and civil society actors. This is a front not to be underestimated.
