New regulations on education will be implemented from 2023

In 2023, many policies that are of interest to the people related to the field of education will officially come into effect.

Regulations on scientific and technological activities in higher education institutions

Decree No. 109/2022/ND-CP dated December 30, 2022 of the Government regulating scientific and technological activities in higher education institutions.

This Decree prescribes the organization and management of scientific and technological activities in higher education institutions; research groups and strong research groups in higher education institutions; scientific, technological and innovative activities in higher education institutions; develop scientific and technological potentials in higher education institutions; responsibilities of agencies, organizations and individuals for scientific and technological activities in higher education institutions.

This Decree takes effect from March 1, 2023. At the same time, the Government’s Decree No. 99/2014/ND-CP dated October 25, 2014 stipulating the investment in developing potentials and encouraging scientific and technological activities in higher education institutions has expired. from the effective date of this Decree.

Non-cash payments for collection of tuition and education service fees

Decision No. 4597/QD-BGDDT dated December 28, 2022 of the Ministry of Education and Training on the promulgation of technical regulations on data in non-cash payment for the collection of tuition fees and education service revenues.

This regulation applies to: Educational institutions, including: preschool education institutions, general education institutions, continuing education institutions, higher education institutions, pedagogical colleges and colleges with education training. Preschool. Specifying the following contents: Stipulating the minimum information structure of payment transactions that need to be stored when implementing non-cash payments for the collection of tuition fees and educational service fees; regulations on structure format and data components of QR Code in the field of education and training; requirements on the connection between the payment system of the exchange with the system of the service provider.

This Decision takes effect from February 28, 2022.

Regulations on the national level exam for excellent students

On January 6, 2023, the Ministry of Education and Training issued Circular No. 02/2023, amending and supplementing a number of articles of the Regulation on the national exam for excellent students with some new points.

Typically, the regulation on the number of candidates in the national exam for excellent students. Specifically, the team of each contest subject of each contestant (except for the Hanoi contestant) has a maximum of 6 candidates.

The team has the maximum number of contestants and 80% or more of the contestants won prizes in two consecutive national competitions to select excellent students, considered by the Ministry of Education and Training to increase up to 10 candidates.

Hanoi’s team of each subject has a maximum of 12 candidates. The team has the maximum number of contestants and 80% or more of the contestants won prizes in two consecutive national competitions to select excellent students, considered by the Ministry of Education and Training to increase to a maximum of 20 candidates.

The circular also requires candidates to take the exam to have the main academic record of the school year (in case the exam is held before the end of the first semester of the school year). The Circular takes effect from February 21.

Regulations on higher education institutions allowed to establish science and technology enterprises

According to the decree, higher education institutions have a division to manage scientific and technological activities in the organizational structure as prescribed. The higher education institution shall prescribe the functions and tasks of the department managing scientific and technological activities.

Notably, higher education institutions are allowed to establish enterprises in accordance with the Law on Enterprises, in line with the development orientation of higher education institutions. Enterprises in higher education institutions that satisfy the prescribed conditions may register for the certification of science and technology enterprises.

The Decree takes effect from March 1.
