Recently, the Ministry of Construction has advised and submitted to the Government to issue many documents on the development and management of social housing. However, the implementation process still has some difficulties and obstacles in terms of mechanisms and policies, preferential capital sources, profits, etc., which have not attracted many investors to participate in the development of social housing.
These contents were also pointed out by the Prime Minister at the Conference to promote the development of social housing for low-income workers and people on August 1, 2022. At this conference, the Prime Minister assigned the Ministry of Construction to assume the prime responsibility for formulating an investment project to build at least 01 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period. .
Implementing the tasks assigned by the Prime Minister, the Ministry of Construction has completed the Project and submitted the Report No. 34/TTr-BXD dated October 17, 2022 to the Prime Minister, according to which the Ministry of Construction has proposed some solutions to improve policies, allocate capital, increase incentives, develop rental housing… to remove difficulties and promote social housing development to achieve the set goals.
In addition, in the 2014 Housing Law amendment project, the Ministry of Construction proposed to amend and supplement regulations on land fund for social housing development; investment procedures for construction of social housing projects; preferential policies for investors, policies on capital sources for social housing development… in order to attract organizations and individuals to actively participate in social housing development.
In particular, the Ministry of Construction has proposed a separate item on the development of accommodation for workers in industrial zones with the aim of promoting the development of housing for workers and employees, contributing to the implementation of the Investment Project. to build at least 01 million social housing apartments for low-income people and industrial park workers in the 2021-2030 period in particular and the industrialization and modernization of the country in the new period.
