Public procurement: zero paper next August
The Ministry of Finance is moving towards all-out digitalization in the field of public procurement. Submissions via the filing of large files will be a distant memory. A deadline has already been set: August 2023. The public order will be fully digitized from the launch of the call for tenders to the awarding of contracts, including the deposit of financial guarantees, within the framework of Ministerial Order No. 1982/21 dated December 14, 2021 relating to the dematerialization of public contracts and financial guarantees.
Port traffic declines
The overall traffic of the ports managed by the National Ports Agency (ANP) was down at the end of last November. Or -3.9% year-on-year to nearly 80 million tonnes (MT). Of this total, 51.49 MT concern imports. The share of exports stands at 24.65 MT. By port, it is that of Jorf Lasfar which dominates (39.2%), according to the ANP.

Casablanca: an agreement to consolidate the achievements of people with reduced mobility
L’Heure Joyeuse and its partner the European Institute for Cooperation and Development (IECD) have signed the agreement for the renewal of the Assistance Training Project for Persons with Reduced Autonomy (FAPAR). This project, supported by the French Development Agency (AFD) and the Principality of Monaco, was launched in 2021. To date, 5 promotions have been trained, including 2 in the process of support, with an integration rate in decent employment of 85% for the 3 promotions having completed their training and 100% for the first promotion.

National road network: 46% of budget allocated to maintenance
46% of the road budget planned for 2023 will be devoted to maintenance, said Nizar Baraka, Minister of Equipment and Water, during the plenary session of Parliament. And to add that a program has been put in place to improve the state of the road network. Referring to the programs to open up the rural world and the reduction of spatial disparities before the House of Representatives, the Minister indicated that considerable progress has been made. A total of 17,000 kilometers concerned the modernization program of the road network and its adaptation to traffic, as well as its improvement through road maintenance.

BCIJ: dismantling of a cell of “Daesh” active in Spain and Morocco
The Central Bureau of Judicial Investigations (BCIJ) under the General Directorate for Territorial Surveillance (DGST) succeeded, on Wednesday, as part of a joint security operation with the Spanish General Information Commissioner, to dismantle a terrorist cell affiliated with Daesh, composed of three individuals active in Spain and Morocco. The security interventions carried out by the elements of the special forces of the DGST allowed the arrest of one of the extremist elements in Chtouka Ait Baha, simultaneously with the arrest by the Spanish authorities of two other members of the same cell in Almeria, indicates the BCIJ in a press release.

Half of students leave university without a degree
About 50% of Moroccan students leave university without obtaining a diploma, while the unemployment rate for higher education graduates is 18.7% for open access establishments and 8.5% for with limited access. These appalling figures were revealed by the Minister of Higher Education and Scientific Research, Abdellatif Miraoui, during the recent session held by the Higher Council for Education, Training and Scientific Research. These figures reflect “a weakness in terms of performance and efficiency and an alarming rate of university dropouts”, he judged. He also lamented that degree holders lack linguistic, horizontal and digital skills, which constitutes an obstacle to their integration in the market.
