NEW YORK — New York State has opened the application period for the 2023 class of Empire State Fellows, a prestigious program that attracts exceptional and diverse talent from across the state and across the country to fill senior positions in the administration, Governor Kathy Hochul announced Thursday.

I encourage anyone who dreams of making a positive change in the lives of New Yorkers to apply and join the ranks of our future leaders.”
Empire State Fellows is a full-time leadership training program that prepares the next generation of talented professionals for careers as New York State legislators. The incoming class of Empire State Fellows He will serve from September 2023 to September 2025 and receive an annual salary of $85,000, plus a generous benefits package. At the end of the fellowship, a performance review process will identify the Empire State Fellows that they will have the opportunity to continue to serve as leaders in the New York State Government following completing the program.
Participation in the work of the New York State Government is at the heart of the program Empire State Fellows. The Office of the Governor will designate each Empire State Fellow to work directly with a Commissioner, Deputy Commissioner, or other high-level policy makers in a New York State agency or authority, or in the Executive Chamber. Work assignments offer fellows an unparalleled experience collaborating with senior officials and participating in the policy-making process.
While taking part in the work of the State Government, the Empire Fellows They will participate in educational and professional development programs that will help them serve as effective and ethical government leaders. The educational component of the program begins with an orientation course in September 2023. The educational courses will continue every two months. Meanwhile, professional development activities, including a mentorship program and regular meetings with cabinet members and other government leaders, will enhance Empire Fellows’ collaboration with lawmakers.
How can I participate in the program?

Candidates will be selected on the basis of their academic and professional experience, demonstrated leadership potential, and commitment to public service.

Letters of recommendation must be submitted by April 11 or within one week of submitting your online application).

- An advanced university degree (master’s, J.D., Ph.D. or equivalent) is desirable, but a candidate with only a bachelor’s degree may be considered if they have substantial professional experience.

Additional requirements
- Candidates must meet the requirements to work in New York State without employer sponsorship.
- Candidates must be available to work in Albany, New York for the entire two-year program.
- Current New York State legislative and executive branch employees are not eligible for the Program Empire State Fellows.
Who will review the applications and select the Empire State Fellows?
All applications will be reviewed by the New York State Public Service and Recruitment Center. A panel of judges will interview the most promising applicants and finalists will have a second interview with selected senior members of the Governor’s administration.
How does the Empire State Fellows educational program work?
The educational component of the program Empire State Fellows begins with a week-long session introducing the Fellows to the New York State Government. Some topics to cover may include:
- Legal and constitutional context of the government of the state of New York.
- State agency operations and intergovernmental relations
- Budget policy and budget process
- State-local relationship
- Communications and Press
- ethic
After completing the week-long seminar, fellows will begin full-time work. Throughout the first year of the Empire State Scholars program, scholars will attend biweekly seminars on weekday evenings. Between class sessions, fellows will spend one to two hours per week on academic readings and exercises. Biweekly classes cover topics relevant to the State’s policy and operations process.
After reviewing applicants’ skills and agency needs, the panel of judges will recommend that each fellow be appointed to work closely with a particular legislator within the New York State executive branch. Final placement decisions will be determined by senior staff in the Governor’s Office. If the applicant accepts the recommended placement, the Governor will appoint the applicant as a member of the Empire State in that position.
Do Empire Fellows receive compensation and benefits during the fellowship?
Yes. The Empire State Fellows are full-time, non-competitive employees of New York State. Fellows will receive an annual salary of $85,000, plus a generous benefits package.
