The Communist Party is proposing that there be mechanisms for citizen participation in the Constitutional Council and that the elected councilors be the ones who “have the last word” in possible differences with the experts. From Chile Vamos they ask that if the community presents indications to the reform that enables the process, they be rejected.
This Tuesday the talks were suspended in the Senateamong the representatives of the political parties to ideally refine -at the end of this same day- the reform project that enters Congress and that makes a new constituent process viable.
According to information collected by La Radio, it is expected that the initiative will be entered during this day or on Wednesday morning.
Let’s remember that there is a political debate regarding why the House enters, which in some way might have been solved by the caucus of the Republican Party.
Constitutional Council
Meanwhile, during today’s talks, representatives such as Diego Ibáñez, Karol Cariola, Luis Cuello, Diego Schalper, Juan Antonio Coloma, as well as the presidents of the Senate and the Lower House, Álvaro Elizalde and Vlado Mirosevic, respectively, were present.
One of the issues that caused some discomfort is that the interlocutors of the Communist Party that had been participating in the process until now, have not been present, and have rather been deputy Cariola with deputy Cuello, who have joined the conversations.
Along these lines, the proposals being made by the communist party and that they have not been to the liking of all the parliamentarians, is that they are asking for the possibility of having citizen participation mechanisms through the council; They are also proposing a popular initiative for norms, which existed in the Constitutional Convention.
After this, Deputy Cariola said that “(…) the elected Council has the last word on the drafting of the rules; citizen participation, to find participation mechanisms (…). I would call for tolerance and goodwill.”
Radio Bío Bío spoke with representatives of the PC, who said that they want to make proposals, that they want to respect the agreement, and if, in the worst case scenario, an agreement is not reached on the wording of this reform, they will indeed present indications. This was raised by the communist senator, Daniel Núñez.
In this context, Deputy Juan Antonio Coloma (UDI) replied that “if any senator from the Communist Party decides to enter indications, we hope that these are simply rejected (…)”.
“No new content can be entered”
For her part, Senator Ximena Rincón, who was present at the talks, referred to the entry of the initiative as well as the indications.
“In the signed agreement, it speaks of a parliamentary motion, it does not indicate which Chamber is going to enter. The truth is that this effect does not matter, because if any Chamber makes changes to it, there is no agreement, then there is no third step,” said the legislator.
He also indicated that “No new content may be entered that changes the signed agreement.”
Finally, it is expected that during the followingnoon of today the talks will resume and that this process of writing the reform can be completed, entered this Wednesday and ideally be able to start at least one session of the Constitution Commission, which in this case would be the Senate. .
