Approval of non-EU doctors: training required

Extra-community doctors.

The homologation of university degrees in Medicine obtained abroad is an essential requirement for the exercise of the medical profession in Spain. Given the deficit of professionals, one of the major problems facing the National Health System (SNS), especially alarming in disciplines such as Family and Communitythe autonomous communities urge the Ministry of Health to speed up a process in which a series of obstacles can occur, especially for the specialty matching.

In order to resolve frequent doubts among extra-community doctors, the ministerial body has clarified how to carry out this arduous procedure. In Spain, the non-EU doctor has two way to obtain the recognition of the title of specialist. On the one hand, obtain recognition of the professional effects of your non-EU specialist degree in another European country and work three years in said country. From then on, you might apply for recognition in the rest of the countries of the European Union.

The second alternative is request recognition of the title directly in our countryfor which you must verify that you meet the essential prerequisite of having carried out a training program whose duration is equivalent to that required by European regulations. For these purposes, only official specialty and subspecialty programs taken in non-EU countries, accredited by the Ministries of the different countries and that lead to qualifying titles, are counted.

Therefore, they do not count training completed in Spain or the rest of Europe, degrees from universities or professional experience and complementary training.

Recognition of the title of non-EU doctor

First of all, it is necessary to validate the foreign bachelor’s degree/degree to access MIR training; a procedure managed by the Ministry of Universities. Once the applicant has her title approved, she can request recognition of the specialty.

Of course, all foreign documentation must be correctly legalized and with the Hague Apostille to be valid in Spain. In those countries that are not signatories to the Hague Convention, legalization will be by diplomatic way.

Likewise, documentation written in a language other than Spanish must be sent translated by sworn translator accredited and duly legalized by means of a Hague apostille, or through diplomatic channels. These documents must preferably be accompanied by a photocopy in DIN A-4 format to avoid any deterioration of the originals and facilitate their digitization and subsequent delivery to the corresponding department.

Where to present the documentation for the homologation of titles?

Documentation can be submitted to the General Registry of the Ministry of Healthin any of the peripheral registries of the Ministry, or before the registries of the Government Delegations or Subdelegations.
If the applicant is abroad, they can send their documentation from the diplomatic representations or consular offices of Spain abroad.

However, through a Electronic record documents that do not require authentication can be presented, such as allegations; personal documents, such as a curriculum vitae, an affidavit, etc., whose authenticity is accredited with the electronic certificate of the doctor, necessary to access said registry.

Training period for the recognition of the specialty

European regulations set the duration of the residence carried out in the country of origin. The applicant can consult the minimum years of training required for your specialty. In this regard, Health points out that Training stays carried out in Spain or another European country cannot be counted. They also do not count Courses, Masters or similar that are granted by Universities or similar entities, but that are not officially recognized specialized training in the non-EU country where they are being carried out.

Therefore, they do not lead to a new specialty or subspecialty degree and do not authorize as such throughout the country; in fact, they are part of the complementary training of the professional career. However, subspecialties or other officially recognized specialized training and leading to an enabling title may also be computed.
