RIYADH – According to the legal provisions related to the waste management law, individuals who throw waste while walking or through the windows of vehicles or buildings will be fined between 200 riyals and 1000 riyals in Saudi Arabia. The authorities have finalized the list of penalties for violations of the Waste Management Act and have included this in the law.
The list contains details of various violations and the penalties for them. Details are available on the Public Consultation Platform (ISTITLA), a unified electronic platform affiliated to the National Competition Centre.
The platform has provided an opportunity for the public to express their views and reactions on the provisions of the draft rules.
There are those who take the garbage containers out of the waste products and extract the recyclables from them. The center has clarified that a fine of at least 1,000 riyals to 10,000 riyals will be levied on such people.
A fine of up to 50,000 riyals will be imposed on those who dump construction waste on the land of third parties or public places. A fine of up to 20,000 Riyals will be levied in case of non-removal of waste resulting from works such as construction, renovation and demolition. A fine of up to 1,000 riyals will be imposed on those who deposit large-sized residential waste such as mattresses and furniture in places other than their own and in designated areas. The same fine is imposed even if wet green waste is disposed of in undesignated areas or in the vicinity of containers.
Attempting to transport waste or transfer it to a service provider or waste treatment facility for disposal without securing legal permission will result in a maximum fine of 10 million Riyals.
A minimum fine of 5,000 Riyals and a maximum of 20,000 Riyals have been set for violation of non-disposal of waste resulting from construction or demolition works. The same amount of fine will be levied if the waste is deposited in such a way as to obstruct canals, valleys, wells and beaches constructed to prevent flooding.
The maximum fine of 50,000 Riyals will be imposed if construction or demolition waste is deposited on other people’s land or public places. In case of non-compliance with the Center’s regulations and requirements regarding the segregation of hazardous waste and hazardous waste, the Center will impose a fine of minimum 10,000 Riyals to a maximum of 100,000 Riyals.
The same penalty shall be imposed on waste collection transport service providers in case of failure to comply with the Center’s regulations regarding tracking system of vehicles providing transport services for removal of waste; Tampering, disabling, or altering the settings of a tracking device installed in a vehicle and placing containers for unauthorized parties in public places will also be considered violations.
