implementation of an exceptional energy check for 2022

In the context of the rise in energy prices and in view of the increase in regulated prices for the sale of natural gas and electricity by 15% at the start of 2023, a decree of December 10 implements the allocation of an exceptional energy voucher for 12 million households. It sets the terms of use and acceptance of the title corresponding to the energy voucher issued in this context.

The decree also modifies the terms of the energy code relating to the determination of the fixing of the dates of validity of the energy check according to their date of issue, as well as the methods of acceptance by the acceptors and their methods of reimbursement.

The expiry date of the exceptional energy voucher is set at March 31, 2024. The face value (including tax) of the exceptional energy voucher is set at:

  • €200 for households whose annual reference tax income per consumption unit is less than €10,800;
  • €100 for households whose annual reference tax income per consumption unit is greater than or equal to €10,800 and less than €17,400.

It also clarifies the budgetary and accounting rules applicable to the national energy ombudsman by putting the energy code consistent with article 5 of the decree relating to public budget and accounting management.
