Minister of Land, Infrastructure and Transport Won Hee-ryong said he would review the safe freight rate system for trucks over the next year and come up with an improvement plan.

At a press conference held at the Sejong Government Complex today, Minister Won said, “It is not polite to the people to put the safe fare system back in place when the cargo union’s strike caused great suffering to the people and loss to the national economy.”

At the same time, he said, “At least the part that changes the transaction structure, such as single-person multiple purchases, should be included in the improvement plan.”

Under the leadership of the Ministry of Land, Infrastructure and Transport, the government plans to set up a consultative body between the government and stakeholders such as shippers, transport companies, and truck owners, and come up with a plan to improve the safe fare system, which includes a reasonable freight rate structure and a plan to fix the structure of the logistics industry with bloated intermediate stages.

Regarding the bill to extend the safe fare system for three years, which the Democratic Party of Korea passed alone at the general meeting of the National Assembly’s Land, Infrastructure and Transport Committee, Minister Won said, “If the parliamentary discussion loses momentum following the passage of a simple extension bill, the same thing will happen three years later.” It’s irresponsible to just let it go.”

He added, “Within a short period of time, a consultative body regardless of the situation in the National Assembly will create an improvement plan, and then pass the improvement plan in the National Assembly.”

Regarding the construction unions, Minister Won said, “The state will protect and guarantee the legitimate rights of the unions, but the behavior shown by many construction unions is a predatory and violent phenomenon that cannot be found in the industrial field.” said.

The construction union, which went on strike in concert with the cargo union, has been confirmed to have disrupted work, such as giving orders to block non-union members from pouring, and the police are in a state of special crackdown.

Minister Won said, “Administrative power and public authority must be firmly established in the part where the construction union demands money under unfair pretexts, such as bonuses and monthly wages, and forces hiring.”

Regarding the Severe Accident Punishment Act, Minister Won also said, “Now, if there is a problem at one construction site, the CEO of a corporation that works in hundreds of places across the country is held accountable.” It is giving birth to expedient ways to keep the CEO and others separate,” he pointed out.

At the same time, he emphasized, “It is a deformity to create a separate legally responsible representative for detention center preparation,” and “there may be a plan to improve the Severe Accident Punishment Act, which asks for responsibility in business units and construction sites.”
