Social Welfare presented the 2023 budget to the Council

In order to support the General Budget of Income, Capital Resources and Appropriations for Expenditures of the District of Santiago de Cali, for fiscal year 2023, María Fernanda Penilla Quintero, Secretary of Social Welfare, appeared before the Budget Commission of the Council of Cali.

During the presentation, the official reported that primary care for all populations in 2022 was achieved efficiently and effectively, thanks to the continuity in the service due to the authorization of future periods.

The councilors referred to the resources and support required to care for people with disabilities, the elderly, homeless people, the District Early Childhood System, training for caregivers, the Shelter for women in risk of femicide, among other commitments. Also, the budgetary execution and the added resources were exposed.

Regarding the issues raised by the lobbyists, Penilla Quintero detailed the steps taken before the various populations.

Regarding homeless people, he explained: “Our job is not to remove them from the platform, they are not a problem, but a phenomenon, we offer them the range of services found in shelters.” In these spaces, homeless people can eat, bathe, have initial and psychological medical care, and care with their pets; as District Administration “we must respect their decision to inhabit the street.” he indicated.

He added that the Casa del Pacífico for the life of the Afro population is at the goal of the Development Plan and requires many resources and the collection has not been very good in the District.

The Lgtbiq+ population has a space for their attention, they are provided with psychosocial and legal support, and their Public Policy is currently being monitored.

Penilla Quintero also pointed out that the execution carried out will be greater than 90%, once future terms are committed.

The presentation recognized the satisfactory level of compliance by the Social Welfare Secretariat, in relation to its activities and its budget.
