3 laws for reconciliation in building violations and legalizing conditions are presented to the House of Representatives for discussion at the present time, allowing for reconciliation in a number of cases that are prohibited from reconciliation according to the old Law No. 17 of 2019 and its amendments by Law No. 1 of 2020 and its executive regulations.
Government Law for Reconciliation in Building Violations
The first law pending before Parliament is submitted by the Council of Ministers, and according to the text of the law, conditions may be legalized and reconciliations may be made for construction violations, which took place prior to the enforcement of the provisions of this law, in a number of cases, including works that do not violate the structural integrity of the building, in accordance with the controls specified by the executive regulations. According to this law, and thus, works that violate structural integrity will not be accepted for reconciliation.
The Reconciliation Law in Building Violations submitted by Representative Amr Darwish
Representative Amr Darwish, Secretary of the Local Administration Committee in the House of Representatives, submitted a draft law regarding the legalization and reconciliation of some building violations for the year 2022. The Speaker of Parliament referred it to a joint committee of several specialized committees for discussion.
The draft law included making it possible to reconcile works that do not violate the structural integrity of the building, in accordance with the controls specified by the executive regulations of this law, and thus works that violate the structural integrity will not be accepted for reconciliation.
The Reconciliation Law in Building Violations submitted by Representative Ehab Mansour
Engineer Ihab Mansour, head of the parliamentary body of the Egyptian Social Democratic Party and deputy of the Manpower Committee in the House of Representatives, submitted a draft law on “reconciliation and legalization of some building violations,” signed by more than 60 deputies.
Counselor Hanafi Jabali, Speaker of the House of Representatives, referred the draft law to the specialized committees for study (housing – local administration – plan and budget – constitutional and legislative affairs).
The draft law included the prohibition of reconciliation on works that violate the structural integrity of the building, as is the case with the two previous draft laws.
