A new social policy being rolled out for greater efficiency

Morocco under royal impulse is setting up a new vision for its social policy. A vision which will make it possible to reinforce the effectiveness of the social services offered to Moroccan families. In this sense, the government is working on the establishment of the Unified Social Register (RSU) and the National Population Register (RNP). A roadmap for the generalization of the RSU/RNP and its deployment before the end of 2023 is ready.

In accordance with the High Royal Guidelines, the government decided, during the meeting of the Interministerial Commission for steering the reform of social protection on August 24, 2022, to accelerate the generalization of the deployment of the RSU/RNP. Thus, it was decided to generalize the RNP before the end of 2022 and the RSU throughout the national territory before the end of 2023, in order to allow the start of the granting of family allowances on the basis of the eligibility criteria of the RNP/RSU system. , along with progressive decompensation and substitution of existing social programs. In order to guarantee the implementation of the RNP/RSU system under the best conditions of efficiency and effectiveness, a steering committee chaired by the Head of Government has been set up.

This committee will meet monthly in order to assess the progress of the project, rule on points of arbitration and take strategic decisions. Similarly, three thematic committees have been set up. These are the thematic committee responsible for the targeting system, the thematic committee responsible for determining the eligibility threshold for benefiting from the social support program and the thematic committee responsible for legal measures.

In a speech addressed to the nNation on the occasion of the 23rd anniversary of the accession of the Sovereign to the Throne of His glorious ancestors, His Majesty King Mohammed VI recalled: “The general context of recent years has been marked by the effects of the Covid crisis which have been felt in all economic and social sectors.

In addition, large sections of the population, particularly poor or in precarious situations, have been strongly affected socially and economically. But by the grace of God, and thanks to the joint efforts of citizens and authorities, we overcame this difficult situation through singular management. Indeed, at the cost of a considerable effort, the State has borne the exorbitant cost of the fight once morest the pandemic by granting direct material aid to needy families and by providing support to the affected sectors.

It has also ensured a regular and sufficient supply of basic necessities in all regions of the country”, recalled the Sovereign adding that “notwithstanding the expensive cost of the vaccine, Morocco has been, in the opinion of all, the one of the first countries to take the judicious initiative to obtain it and make it freely available to citizens and foreigners residing in Morocco.

In the same context, We have undertaken the implementation of the major project for the generalization of social protection and the upgrading of the health system. We have also launched several projects that aim to achieve health sovereignty and ensure the safety and security of citizens”. The royal speech announced that in less than a year, the number of non-salaried workers and the number of their families benefiting from the AMO crossed the bar of six million members.

In addition, at the end of the current year, the compulsory health coverage project will be completed, extending to Ramed beneficiaries. “Furthermore, at the end of 2023, and with God’s help, We are determined to implement the project for the gradual generalization of family allowances, in accordance with the agreed schedule. This solidarity project of national interest will benefit approximately seven million children, in particular those who belong to poor or precarious families and three million households with no children of school age.

To this end, We call for the diligent operationalization of the Unified Social Registry, considered as the main mechanism for the granting of effective support”, said HM the King.
