Two weeks following the coup d’etat which overthrew Lieutenant-Colonel Paul-Henry Sandaogo Damiba, the Assizes made it possible to adopt a new Transition Charter which defines the main bodies of this exceptional period and to designate a new President, Captain Ibrahim Traoré. This meeting, which took place in a single day, was marked by a certain consensus around the priorities to be given to this new transition.
All the political parties responded to these national conferences. All were therefore able to give their point of view on the conduct of the transition. Everyone seems to be unanimous on one point: the figure of Captain Ibrahim Traoré is a natural choice to lead the country.

« I have no reason to doubt his abilities: he is young, he is brave, he has the intellectual capacities, considers Clément Sawadogo vice-president party of the former presidential majority, the People’s Movement for Progress (MPP).
A feeling shared by the former Minister of Foreign Affairs, Ablassé Ouédraogo, president of the party Le Faso Otherwise. “ He was the man who brought the framing, who brought the refocusing of the transition on its initial objectives. And I think that the concern of ordinary Burkinabè today is how to ensure their own safety, how to be able to carry out their daily activities in peace. And that’s what Captain Traore offered with his intervention for change on October 2. So we are going to accompany him and hope that he will be the man who will lead to the recovery of the entire national territory, the restoration of security. So give Burkinabè the ways and means to be able to live in cohesion, in peace and in all fraternity », he explains.
The main mission assigned to this transition: “ restore and strengthen security throughout the territory “. According to the Charter, the transition must also provide a response to the resulting humanitarian crisis. Two aspects that are part of the concerns of Burkinabè.
Consensus around the new Transition Charter
The new Charter renews most of the principles already in force in the previous text. Moreover, according to this Charter, the government is reduced to a maximum of 25 ministers. It establishes a Legislative Assembly composed of 71 people, including 16 personalities from the defense and security forces, thirteen apolitical personalities, twelve officials from the political class. The latter will not receive salaries, but a ” session allowance “, specifies the Charter. Although the amount of this indemnity is not specified, this aspect is a sign of ” credibility “, according to Guy Yogo, of the Patriotic Front: the first version of the ” MPSR had been noticed by a financial mismanagement, exaggerated salaries, all in total out of phase with the deterioration of the living conditions of the inhabitants “, Continues this civil society leader.
The political parties validate this scheme. Like Eddie Komboigo, the president of the Congress for Democracy and Progress (CDP), the party of ex-president Blaise Compaoré. “ We are not here to take many numbers or not. The main thing is to participate, to be patriotic and to help make the transition a success, he reacts. Because, people say: it will be chaos. But I think that Burkina is already experiencing chaos. We have to get him out of this hole. »
« We consider that the objectives have been largely achieved, underlines the vice-president of the MPP. The points that we brought forward as proposals have been largely taken into account. Moreover, from a global point of view, whether it is the appointment of the president of the transition or the establishment of a fighting government or even with regard to the transitional legislative assembly, all these processes are full of innovation. The proposals that we have made regarding the way of managing the institutions of the transition have been taken into account, and in particular the question of inclusion. You can see that in this Assembly, for example, the political class has been taken into account much more. In the first ALT [Assemblée législative de transition], we were 8 in all out of 71 deputies. This time, our workforce is increased to 12. This nevertheless reflects a political will to take greater account of the political class. And that’s already good, because you also have to take into account the others and there are a lot of them. ».
Another aspect that reassures the political class: respect for the duration of the transition, as agreed with ECOWAS. The military authorities are committed to organizing elections by July 2024.
Another guarantee of credibility anchored in this Charter: the president of the transition and the Prime Minister are not eligible for elective functions following the transition.
