The most striking case is that of Francis Allison, who adds his fifth period of management at the head of the municipality of Magdalena del Mar. Yesterday, this virtual mayor met with Rafael López Aliaga, who will occupy the mayor’s office of Metropolitan Lima.
Allison will return to the municipality on hostile ground because the management of the outgoing mayor, Carlomagno Chacón, filed four complaints once morest her. For Allison, these are “political” complaints.
Other mayors who return are Marco Álvarez in San Borja and Emilio Chávez in Cieneguilla. The latter, in 2018, tried to run for re-election despite the impediment, but the JNE rejected it.

On the other hand, Puente Piedra is the only district where the management of a political party will be repeated: Somos Perú, with Rennán Espinoza, who will succeed his son of the same name in power.
“A third of the population is saying that the management evaluation has been good, and that the team that has been working is doing things well. We have a management project for the district, and the citizens have decided to bet on the continuity of that work”the virtual mayor referred to El Comercio.

Espinoza stressed that experience is key because a scenario of lethargy is being seen throughout the country with inexperienced officials, which affects budget execution for local governments.
Along the same lines, Richard Soria, virtual mayor of El Agustino, stressed that the experience allows him to identify the main problems in his district and start planning before taking office.
“We need to create an alternate route for the exit to San Juan de Lurigancho and provide a good citizen security service. We are focused on that,” he said.
