The Minister Delegate in charge of the Budget, Fouzi Lekjaâ, has decided to review public finances. “He wants to review state spending, department by department, to track down budget-consuming niches,” writes Eco Life in its weekly delivery. The expenditure referred to is not necessarily necessary, but on the other hand absorbs a good part of the state budget, explains the same source.

To achieve this objective, the Minister Delegate in charge of the Budget, Fouzi Lekjaâ, is considering taking the step of the Public Finance Review (RFP), reveals the economic weekly. During a high-level workshop organized on September 28, the supervisory official explains that the RFP “refers to the process of in-depth evaluation of existing public expenditure”. “It is a question of identifying the possibilities of reducing or redirecting expenditure from those of low priority, ineffective or ineffective”, continues the Minister Delegate in charge of the Budget. In other words, explains the weekly, it is a question of ensuring that expenditure is aligned with the political priorities of the government, but also that it is effective in achieving the objectives set.

For RFP, the objectives vary according to the needs of governments. This requires comprehensive periodic reviews or targeted spending reviews on specific sectors and programs. What then of the objective desired by Morocco? According to Fouzi Lekjaâ, this question is still at the debate stage.

One thing is certain, the government is counting on the World Bank to define the methodology of this exercise and its scope, reports the weekly Eco Life. Especially since the RFP works best, according to the same source, when it is supported by adequate resources and well-developed governance structures.
