Li Kunzhen, Director of Parking Management Engineering, said in a report that the Autonomy Regulations have not been changed for more than 25 years, and the current parking conditions are no longer in line with the past.

He pointed out that if there are specific activities such as exhibitions around the public parking lot, people who buy monthly tickets often cannot enter the venue, and because the public parking lot rates are too different from the private parking lot, the public parking lot is often jammed during holidays and other periods. He said that the public parking lot is charged per hour. The normal rate of the parking lot is NT$30 per hour, some parking lots are from NT$40 to NT$50, and there are 2 parking lots above NT$60, including the underground parking lot of Songshan High School and the Emei three-dimensional parking lot, only on holidays. Parking fees are only capped at RMB 60 during certain hours.

Li Kunzhen pointed out that the amendment of the self-government regulations will not affect the normal rate. Only when there are related activities next to the public parking lot, the progressive rate will be changed, and the upper limit of the parking fee will not exceed the charge of the nearby private parking lot. Originally 60 yuan, it has been adjusted to 80 yuan, 100 yuan, 120 yuan, and 150 yuan, and the upper limit is 150 yuan. The main impact following the amendment is to temporarily parked vehicles.
