Neighbors of the Cardones in Barquisimeto denounce that they intend to “violate” the sector

In an assembly convened by Asocardones, the attendees expressed their discomfort at the construction of a new restaurant in El Cardenalito, the “kidnapping” of some returns, the excesses committed around the shopping center and the possibility of the transversal 2 being extended, violating the official subdivision of the sector

“If tomorrow the activated community comes to stop the work, the work is paralyzed, because the park is ours and its purpose is not commercial, but recreational,” said Carmen Linares, president of Asocardones, this September 21 at a meeting of neighbors of the sector, in which the installation of a new restaurant in the El Cardenalito park was discussed

De acuerdo con la información que manejan los vecinos, la fuente de soda que se encontraba originalmente en el lugar fue entregada en concesión a un privado, y este pretende tomar toda la zona frontal, donde estaba el techo de paraguas, y cerrarla con fibra de vidrio, dejando solo una pequeña caminería para los usuarios del parque. “Ya nos dijeron que no podemos seguir con las clases de bailoterapia porque van a cambiar el piso”, comentó una vecina. Los asistentes crearon una comisión para averiguar ante los organismos competentes si realmente existe un permiso legal, y de ser así, actuar en consecuencia para evitar que continúen las obras. Omaira Osorio, participante de la reunión, recordó que “este parque fue creado como pulmón vegetal por la cantidad de gandolas que pasaban por la zona y ahora quieren convertirlo en un boulevar comercial”.

Changes in parcelling

On the other hand, Mr. Alberto Hernández, an assistant neighbor, reported that the Colinas del Viento housing complex (CDV) requested the Iribarren Municipality Mayor’s Office to demolish the surveillance checkpoint of the Aguamiel urbanization, to allow vehicular access to the area, ignoring a previous decision, which denied that possibility due to the vehicular problems it would generate.

“This situation is long-standing, but recently Colinas del Viento filed an appeal with the AMTT (Barquisimeto Metropolitan Authority of Transport, Traffic and Circulation – Cabudare), arguing that the checkpoint hinders free vehicular traffic, that they are part of the Residential Park Los Cardones and that they have a project approved by the Urban Planning office,” Hernández said.

He then stated that all these arguments were refuted. “The sentry box was duly authorized in 1998, long before the construction of Colinas del Viento. In addition, we demonstrate with the subdivision document of the Parque Residencial Los Cardones that they (CDV) are not part of it. The subdivision document for Colinas del Viento expressly establishes that its access is through the Cimarrón Andresote highway, a functional access that they have used for 12 years.”

While the AMTT analyzes all these arguments, the residents hope that the ruling will be in their favor, considering that the Los Cardones Residential Park has been a consolidated community for 40 years.

“Sequestrated” returns

Another of the topics addressed refers to the illegal taking of the returns and ends of blind streets by the owners of the houses located in their vicinity. Elsa Figueredo, a neighbor affected by the situation, explained that the owners of the houses at the end of her street do not allow cars to turn around, nor do neighbors use the pedestrian gate.

“We have visited all the pertinent instances. Even the engineer (Nelson) Torcate (director of the AMTT) came, and everyone says that it is not legal, but so far no one has put the bell on the cat, as they say. The final decision (of the AMTT) should have been given last Monday (September 19) and still nothing,” said Figueredo.

Party at the mall

The other big topic that was discussed was the development of irregular activities in the surroundings of the Los Cardones shopping center, such as alcohol consumption and playing loud music until the wee hours of the morning.

Alfredo Escalona, vecino directamente afectado, denunció que el centro comercial cambió su vocación comunal por una gastronómica y eso ha incrementado significativamente el consumo de alcohol en el mismo y sus alrededores, además de generar contaminación ambiental y sónica. Al respecto, la oficial de policía Celianny Pulgar, presente en la reunión y encargada del Cuadrante de Paz que incluye al sector, informó que todos los vecinos que sientan que la paz y la convivencia armoniosa están siendo alteradas pueden llamar al 0412-3084072 y hacer la denuncia.

En caso de que se tengan razones para hacerlo anónimamente, puede utilizarse la aplicación para celulares Gran Misión Cuadrantes de Paz, con la cual se podrán enviar fotos, audios y videos de las situaciones irregulares.
