The federal government, through the Mexican Institute of Social Security (IMSS), signed with the government of Veracruz the Framework Agreement for the Expansion of the Operation of the IMSS-Wellness Program in the entity, with the objective of adhering to the Health Plan for Welfare, unify the state health system and have a primary care model for preventive health.
At the Coatzacoalcos Maternal and Child Hospital, the agreement was signed by Governor Cuitláhuac García Jiménez and the General Director of Social Security, Zoé Robledo; Within the framework of this meeting, the Intervention Plan 2022 IMSS-Veracruz Welfare Units was presented for the next 100 days, which foresees an average investment of 103 million pesos to rehabilitate 301 medical units and the 6 Second Level hospitals.
In his message, Governor Cuitláhuac García assured that in the southern part of the entity, medical care is a primary issue, it is time to leave the Coatzacoalcos Maternal and Child Hospital in operation, for which his administration is fully willing to cooperate. .
He pointed out that this medical unit was the product of the corruption of the governments that preceded it, “the government that preceded me… also left it that way, it was clear that health was not its priority, and in those circumstances we had to face the pandemic.”
He said that major interventions will be carried out due to the abandonment of this hospital.
For his part, the general director of the IMSS, Zoé Robledo, indicated that today the Intervention Plan for the next 100 days is delivered to Governor Cuitláhuac García, “with the understanding that following that we will continue working so that in parallel in 2023, we conclude the intervention of all the Rural Medical Units (UMR) and the six hospitals in different aspects of infrastructure”.
He explained that 25 UMR have been identified in critical condition, so immediate work will begin with the allocated resources, either through an intervention plan or unit replacement; In addition, an exhaustive verification will be carried out in all medical units regarding personnel and medication supply.
He commented that due to its extension and the size of its population, in Veracruz the health issue is a challenge, since the history of corruption, abandonment and damage that its population experienced for several years is well known.
Zoé Robledo affirmed that unlike other states where IMSS-Well-being has begun to integrate health services, the state leaders present their first government reports, “in Veracruz there are four years of travel, a team and a very important investment, since It is to be recognized that few states have invested so much in the First Level of care”.
During the meeting, Dr. Gisela Lara Saldaña, General Director of Health Services of the Mexican Social Security Institute for Welfare, presented the Intervention Plan for the next 100 days.
He broke down that of the 291 First Level units in the North Veracruz Representation, 66 will be intervened with an approximate amount of 20 million pesos, to rehabilitate 13 units in the Plan de Arroyos service area, 20 in Papantla and 33 in Chicontepec.
He explained that among the tasks to be carried out are waterproofing, painting on exterior walls, interiors and ceilings, change and placement of tile floors, as well as repair of toilets, improvement of blacksmithing and construction of sidewalks.
Regarding the Second Level units, Lara Saldaña indicated that the North Veracruz Representation has 3 hospitals, which will be maintained in the sanitary, electrical and electromechanical equipment installations.
He added that in the case of Veracruz Sur, there are 229 First Level Units and 6 Rural Obstetric Care Centers, which will also be intervened with paint on exterior and interior walls, ceilings, antibacterial curtains and change of wooden doors. .
In the three hospitals in this area, waterproofing, painting, ceilings, change of lamps, signage and maintenance of electromechanical equipment, among other improvements, will be made, he explained.
In his speech, the Secretary of Health of Veracruz, Dr. Gerardo Diaz Morales, commented that through the operational regionalization that includes 7 general hospitals, 8 comprehensive, 60 UMR and 147 Health Centers, timely and quality care will be provided to users to reduce maternal morbidity and mortality.
