According to the document presented by the deputy Ignacio Mier Velazco, on behalf of the benches of Brunette PVEM and PTas a coalition, the purpose is to strengthen the institutional consolidation of the National Guard cAs a permanent, professional and disciplined police force attached to the Secretariat of Security and Citizen Protection, under the operational and administrative control of the Secretariat of National Defense (Sedena)in order to guarantee the fulfillment of its objectives to safeguard the life, liberties and integrity of the patrimony of the people.
Proposes one balanced formula for the participation of the Defense in the exercise of operational and administrative control of the National Guard; clear rules are established for its operation, with a strict and clear separation and delimitation of the dependencies involved, to prevent and remedy abuses by the authorities in the exercise of their powers, or in the excess of it, particularly when this happens in the field of internal public security.
The proposed changes guarantee the protection of said police corporation once morest interests unrelated to its constitutional missions, and ensure its professionalization and institutional continuity over time.
