Kigali welcomed, on September 26, 2019, a first group of 66 people from Tripoli. In 2021, the Rwandan government, the African Union (AU) and the United Nations High Commissioner for Refugees (UNHCR) signed an amendment to the memorandum of understanding of the emergency transit mechanism initialed on September 10, 2019. Objective, to continue the evacuation of refugees and asylum seekers on a voluntary basis from Libya to Rwanda. In this context, 101 individuals recently arrived at the reception center built in Gashora, south of Kigali. All have previously undergone Covid tests. Rwanda, under the emergency transit mechanism, also hosts refugees and asylum seekers from Eritrea, Sudan, South Sudan, Somalia, Ethiopia, Nigeria, Chad and Cameroon.
