News 24 | Vandalism affects Riyadh metro bus stations.. and legal for Akhbar 24: an act of a criminal whose punishment is severe

For his part, lawyer and legal advisor Ahmed Al-Muhaimid warned once morest thinking, taking or trying to damage public facilities of any kind, as this act is a criminal and entails severe penalties and financial compensation, calling on all citizens and residents to preserve public facilities and not to harm them or sabotage them. He called for activating the ethics of society and public morals and adhering to the legal and regulatory instructions.

Al-Muhaimid indicated that whoever deliberately damages any of the extensions or facilities of public utilities, or deliberately cuts them off or disrupts them, whether the perpetrator is an original or a partner, has to be held criminally accountable, and this is one of the major crimes that require arrest, when the value of the damage exceeds 5,000 riyals according to the decision of the representative General on the identification of major crimes.

He added that the system for the protection of public facilities includes railways, as Article 5 of the system was amended by Royal Decree No. (M/38) dated 4/19/1438 AH, to become as follows:

Whoever intentionally destroys, interrupts or disrupts any of the public utility extensions or facilities, whether the perpetrator is a principal or a partner, shall be punished with imprisonment for a period not exceeding two years and a fine not exceeding one hundred thousand riyals, or one of these two penalties. The penalty is the provision to publish its text at the expense of the violator in a local newspaper issued in his place of residence, or to publish it in any other appropriate means, according to the type, gravity and effects of the committed violation, provided that publication is made following the decision has been fortified by the lapse of the legally specified period or its approval by the competent court, or the final judgement.”

And he indicated that the Public Utilities Protection Law included the amendment of Paragraph (A) of Article Eleven by Royal Decree No. (M/54), dated 6/5/1428 AH, to read as follows:

“A- The perpetrator of the violation is obligated to compensate for all damages incurred by the facility or third parties, including the costs of repairing the damage that he caused and compensation for the benefit lost by the facility or third parties. The expense of the violator and he shall be entitled to all expenses and expenses necessary to remove the infringement and repair the damages that resulted from it.
