Initially set at 1925 billion FCFA, the Congolese State budget for the 2022 financial year has been revised upwards to 2825 billion, an increase of 46%.
The 2022 amending finance law provides for several investments including an envelope of 7 billion CFA francs for the benefit of various sectors of activity such as sports infrastructure, tourism and energy. It should be noted that this law, which was adopted by parliament last month, allows the government to benefit from new credits in addition to what was already provided for in the initial finance law for certain sectors apart from expenditure related to subsidies, says the Ministry of Finance. A disbursement of one total amount of 7 billion, or one billion CFA francs for the renovation of the Alphonse Massamba-Débat stadium; an envelope of one billion CFA francs for studies and execution of the tourist project of La Baie de Loango. Added to this is the disbursement of a sum of one billion for the renovation of museums; 500 million FCFA for the preparation of local development plans and the popularization of the National Development Plan. Also, 500 millions of F CFA will be used for the electrification of the city of Black Point ; 2.5 billion CFA francs for roads and sanitation in the city of the economic capital as well as for works on the road Djambala – Ngouloukila ; finally 500 million for the study of the creation of a fertilizer factory. In addition to this, the general guidelines of the amending finance law require gradual budgetary consolidation while increasing expenditure on social assistance, health, education and infrastructure.
