Ayman Al-Rifai: Hamdallah’s punishment is equal to the action

Ayman Al-Rifai, the legal advisor and former head of the Disciplinary and Ethics Committee, confirmed that the penalties issued by the Professionalism Committee and the Players’ Conditions were equal to the actual and unfair.

Al-Rifai explained during his meeting in the Sports Bulletin on “Al-Arabiya”: The penalties were not soft or unfair, and they are in accordance with the rules and regulations.

Al-Rifai added: The difference between negotiation and incitement is that the first is a sound behavior and a first step in the contracting process, but it must be in the protected period with the club’s permission, otherwise it is considered illegal negotiation, and incitement is a negative term that is punishable by a sports penalty.

Al-Rifai confirmed: The Professional Committee has the right, if there is evidence in the recordings confirming the suspicion of manipulation of results, to refer the case to the Disciplinary Committee, and it is possible that the Dispute Resolution Chamber of the International Football Association “FIFA” will take the decisions of the Professionalism Committee until it acquires the final status.

And the former head of the Disciplinary Committee stated: Once the referee has acquired the peremptory character, victory can submit to the Dispute Resolution Chamber in “FIFA” to support his complaint in the contractual dispute with the presence of contacts between the player and the club, which called for the player’s rebellion, and perhaps the Professional Committee reached a complete conviction that there is no Manipulation and only sanctions negotiations.

Al-Rifai revealed the extent of the influence of the so-called legal personality in the representation of their clubs: If the legal person intervenes with the knowledge of the club and with his authorization, the club is responsible, but in the event that he acts individually and the club reports him, then he abandons the responsibility of the club at that time.
