Noura Muhammad Al-Salman, a doctoral researcher at the College of Law at the University of Sharjah, said that the need for legislative intervention has become urgent in light of the development of artificial intelligence and its applications, and the interest of the UAE in this field, following the creation of the Ministry of Artificial Intelligence, to achieve the UAE strategy launched in October 2017. .
She explained that the country is witnessing rapid progress and great development in robotics, as the robot is one of the most prominent applications of artificial intelligence, and it is a machine consisting of smart electronic systems, which gives the ability to learn, collect and analyze data, make decisions on its own, and the ability to interact with other smart systems.
She pointed out that the Emirate of Dubai has developed the legal framework for the practical applications of robots in the country, in autonomous vehicles, pursuant to Executive Council Resolution No. (3) of 2019 regulating its operational experience. The growing use of robots in various fields requires the issuance of effective legislation regulating its provisions.

She said that determining who is responsible for the actions of robots is a legally complex issue, especially in light of the development of these applications and the increase in their functional independence, and the responsibility of the robot manufacturer or programmer may arise, in the event of an error in programming or manufacturing, but given the technical aspect, The feature of independence that the robot enjoys may raise difficulty in some cases, because the robot’s departure from behavior may not be related to its manufacture or programming, but rather to the changing surrounding environment that cannot be counted. Also, the responsibility of the robot itself is excluded because it is not granted legal personality.
She added that the legal center of the robot is still being discussed in legal circles, due to its modernity and continuous development, and jurisprudential opinions consider granting it legal personality, and reconsidering the legal status of smart machines, and this requires taking into account the electronic capabilities of robots that are associated with artificial intelligence, and therefore difficult It is sufficient to include it within the concept of things.

She said: There are a number of initiatives that support granting robots a legal personality, including the female robot “Sofia” who was granted Saudi citizenship, despite the lack of clarification of the rights included in this nationality, and with a focus on the actual situation of robots, they should not be granted legal personality, but in the future When developing robotics applications this can be considered.
