Report on achievements for the 4th quarter

The Minister of Public Service, Labor and Employment, Dr. Thaddée Ndikumana, organized a press conference on Tuesday, July 26, 2022. The objective of the latter is to communicate to national opinion the major achievements of the 4th quarter of the 2021-2022 budget year of this ministry, as well as the activities planned for this first quarter 2022-2023 including the organization of the 3rd edition job fair scheduled for August 17, 2022 in Gitega.

The government of Burundi has just adopted the new salary policy, in its achievements, the ministry in charge of employment has worked on the related texts for the implementation of this policy. These texts were drafted in tripartite and were submitted to the government for adoption. The Ministry has identified the number of civil servants who are paid, and found that among the latter there are those who did not have a job description called job-type.

Minister Ndikumana said that they have updated the general status of civil servants for the implementation of this salary policy, and the status has been submitted to the government and submitted to parliament for analysis and enrichment.

For the efficient implementation of the Labor Code, the Minister of the Public Service, Labor and Employment, said that they have drawn up implementing texts which have been validated by the government. He cited the text on child labor, the texts have been validated and the ministry intends to start raising awareness for the implementation of this order. He also spoke regarding the East African Community Workers Ordinance. There must therefore be a protocol so that workers who are members of ECA countries can access employment.

Minister Ndikumana announced that they have submitted the joint order which places the workers locally, but also abroad. The ordinance stipulates that private companies wishing to recruit employees from abroad must apply to the ministry in charge of foreign affairs, while those wishing to recruit local workers must apply to the ministry having the employment and the work in his attributions.

The Minister also clarified that they have implemented one of the government’s flagship activities concerning the employability of young people via the Employment and Manpower Office and the General Directorate of Labour. Training sessions were organized for 250 young people who are grouped in Sangwe cooperatives and the ministry accompanied this training by granting chicks to raise for the entrepreneurship of these young people.

Future prospects

Alongside the great achievements of the ministry, activities such as the organization of the 3rd edition job fair, scheduled for Gitega on August 17, 2022, where large public and private companies such as PAEJ and Bije were invited. . The ministry supported youth initiatives by granting 1,000 chicks to the cooperatives as well as food. The minister pointed out that they will distribute these chicks during this show.

The computerization of ministry records is also one of the activities that the ministry intends to carry out in the future. The computerization of the Office of employment and manpower, will analyze the figures in relation to employment. He also promised to open a portal where all young job seekers can consult to access employment.
