Under the terms of an agreement that has just been signed, the delegated management of the “Tayssir” program and conditional cash transfers has been entrusted to the CNRA, which reports to the CDG. Payments of scholarships to parents of students receiving financial support will now be made by the Caisse.
A tripartite agreement for the delegated management of the “Tayssir” program was signed on Friday in Rabat between the Ministry of National Education, Preschool and Sports, the Ministry Delegate to the Minister of Economy and Finance in charge of Budget and the Caisse de Dépôt et de Gestion (CDG).
This agreement sets the conditions and mechanisms for the delegated management of the “Tayssir” program of conditional cash transfers, which has been awarded to the Caisse Nationale de Retraites et d’Assurances (CNRA) under CDG, particularly in terms of management and payment of scholarships to the parents of pupils benefiting from financial support.
This agreement also intervenes to activate the royal orientations calling for a comprehensive and profound restructuring of national programs and policies, in particular the support and extension of social protection.
Similarly, the delegated management of the Tayssir program will make it possible to prepare favorable conditions for the establishment of the unified social register system and to anticipate the challenges and issues relating thereto.
According to the Minister of National Education, this agreement aims to simplify the procedures to facilitate families’ access to financial aid as soon as possible and under the best possible circumstances in order to benefit from this support and support the schooling of pupils. According to the same source, this agreement, which aims to improve the services provided to families, will have a positive impact on reducing school wastage, guaranteeing schooling for a large number of students and improving the quality of apprenticeships, he added, highlighting the desire to transform these family aids into “monthly allowances”, indexed to the national register.
In addition, the procedures related to the “Tayssir” program will be digitized, through a digital platform, while focusing on the proximity and quality of service required for the beneficiaries of this social program.
Under this agreement, the CNRA thus undertakes to ensure efficient and effective delegated management of all the services provided by the “Tayssir” program for the benefit of parents of students, in particular the dematerialization of registration and re-registration and verifying the eligibility of beneficiaries, as well as preparing reports on the progress of operations which will be submitted to the Ministries of National Education and of the Economy and Finance.
