Ukraine y Russia prepare to sign an agreement istanbul this Friday that will allow the export of Ukrainian cereals blocked in the Black Sea ports due to the war and that are essential in world markets.
This is what we know regarding the content of this agreement, which has been harshly negotiated for two months, one hour before the signing ceremony scheduled for 1:30 p.m. GMT at the Dolmabahçe Palace, in the presence of the UN Secretary General, Anthony Guterres.
– A coordination and control center located in Istanbul
A joint command and control center will be established in Istanbul, the capital of Turkeyto monitor operations and resolve any disputes.
It will be carried out by delegates from the parties involved: a Ukrainian, a Russian, a Turk and a UN representative, who will be assisted by their respective teams.
They will be responsible for establishing the schedule of ship rotations in the Black Sea.
According to experts involved in the negotiation, three to four weeks are still needed to finalize the details and put the center into operation, presumably following mid-August.
– Departure and arrival inspections in Turkey
The inspection of the ships that transport the grain constitutes a requirement of Moscow that he wanted to make sure that weapons were not simultaneously delivered to Ukraine.
These checks will not be carried out at sea as planned for practical reasons, but will be done in Turkeyprobably in istanbulwhich has two important commercial ports, at the entrance of the Bosphorus (Haydarpasa) and in the Sea of Marmara (Ambarli).
Directed by representatives of the four parties, the inspections will take place at the departure and arrival of the vessels.
– Safe navigation corridors
The Russians and Ukrainians agree to respect the shipping corridors through the Black Sea, free from any military activity.
Under the agreement, if demining is required, it must be carried out by a “third country”, other than the three involved, but which has not yet been specified.
Upon their departure from Ukraine, the ships will be escorted by Ukrainian vessels (probably military) opening the way to the exit to Ukrainian international waters.
– Four months renewable
The agreement will be signed for four months and will be automatically renewed. Currently, there are between 20 and 25 million tons of grain in the silos of the Ukrainian ports and it is planned to evacuate regarding 8 million tons per month, so this time should be enough to evacuate the stock.
– A counterpart for Russian cereals and fertilizers
A memorandum of understanding must accompany this agreement, signed by the United Nations and Russia, guaranteeing that Western sanctions once morest Moscow will not affect grains and fertilizers, directly or indirectly.
This is a Russian requirement that made it a sine qua non condition for signing the agreement. (AFP)
