In 1985, Caro Quintero was arrested in Costa Rica, transferred to Mexico and imprisoned. After 28 years in prison, he was released in 2013 on a legal technicality. A short time later, the Mexican justice ordered his capture once more, but the fugitive had already disappeared.

The arrest of the founder of the Guadalajara Cartel occurred three days following the meeting between the Mexican president, Andrés Manuel López Obrador, and his American counterpart, Joe Biden, held at the White House in Washington DC.
