Controversy has arisen when a photo of the last two North Korean defectors repatriated by the Moon Jae-in administration to North Korea in November 2019 was released.

The photo provided by the Ministry of Unification by Jeon Joo-hye of the People’s Strength Councilor’s Office shows two North Korean defectors tied with a rope and wearing an eye patch from the time they arrived at Panmunjom until they were repatriated to North Korea.

In particular, some photos show a scene where a North Korean defector fisherman collapsed while trying not to cross the Military Demarcation Line, and government officials made every effort not to be repatriated.

The North Korean defector repatriation case is an incident in which two North Korean sailors crossed the Northern Limit Line and expressed their intention to defect in November 2019, but were rejected by the South Korean government and forcibly repatriated to North Korea.

In this regard, the NIS has filed a complaint once morest former NIS Director Suh Hoon on charges of forcibly and prematurely ending the joint investigation at the time.
