From the recruitment of professionals to the architectural project, from the establishment project to the job description of the hospital service agents, from the signing of the CPOM to the constitution of the menus, everything must aim to respect the fundamental rights of the person received.
The fight once morest isolation must also become one of our priorities, by encouraging the arrival of voluntary visitors or visitors from associations in the establishments.
Guarantee the safety and well-being of residents: the Department proposes to work to promote a structuring of the offer centered around establishments approaching the critical size of 70 to 80 places in order to favor establishments on a human scale, linked to each other , preferably around a larger establishment, for example a hospital, so that all the establishments thus brought together can benefit from the technical platform of this more central EHPAD.
Train staff and facility managers in identifying mistreatment and in the behavior to adopt in the event of mistreatment.
Ensure a fight once morest the isolation of the elderly, in particular by encouraging the arrival of visitors in the establishments. These might be staff or volunteers trained in supporting establishments, to keep them company for the purpose of combating the isolation of people.
Develop temporary reception at the end of hospitalization in particular. Innovative forms of reception might also be developed, with specially identified rooms on the territory, which might make it possible to maintain the link with the home help service intervening in the person, while benefiting from the technical platform of the EHPAD.
Make the EHPAD a real place to live. The Departmental Council has an investment aid program for EHPADs and subsidizes 30% of EHPAD investment operations (works or equipment) within the limit of a maximum subsidy amount of €300,000.
This program leads to an annual entry of approximately €1,000,000 in the departmental budget. The Department wishes to create a new, more demanding program which will guarantee that the establishment meets the standards expected in the 21st century, that it is more pleasant and more comfortable (systematic duplication of rooms, allowing wandering, including people with reduced mobility, etc. ).
The rise of home automation in EHPADs: The EHPAD of tomorrow is a connected EHPAD, where the resident benefits from digital tools for very concrete aspects: temperature control, prevention and detection of falls, implementation of devices intended to improve comfort, spaces for sensory and cognitive stimulation, enhancement of the environment.
It can promote compensation for a disability, for example. From a medical point of view, home automation can, for example, contribute to the prevention of legionellosis. The new investment aid program will be a great incentive for establishments to equip themselves in this area.
