The Segpres minister asked the Convention to gradually change the changes that will be implemented, if a New Constitution is approved in the Exit Plebiscite. “All citizens are going to be actively monitoring this process,” he warned.
The Minister of the Segpres, Giorgio Jackson, arrived this thursday until Commission of Temporary Norms of the Convention, which is meeting in the Antofagasta region.
The objective of his visit was to expose before the commission the Government’s proposals for the implementation of the New Constitution, in the event that it is approved in the Exit plebiscite.
Minister Jackson pointed to the gradual
On the occasion, Jackson pointed to the need for changes are made gradually.
For example, the Executive suggested postponing the application of the changes in the Legislative Power pending the new elections.
In this sense, it is pointed out that the institutions that will be eliminated continue their work, until the new organisms come into operation.
Along these lines, it was requested to ensure the job stability for civil servants, to continue working in the new institutions that will be created.
Thus, it is also pointed out that the authorities remain in their positions for the period in which they were elected, such as the President of the Republic and the senators. But also, in the case of Gabriel Boric, for example, it is requested that he not be re-elected immediately.
Regarding the Chamber of the Regions, meanwhile, he proposed a complete renewal in 2025 or, as a second alternative, renew by partiality respecting the senators who were elected until 2028.
Government proposed Commission for the Implementation of the New Constitution
Finally, it was proposed Commission for the Implementation of the New Constitution, to facilitate the transition process, who will be appointed by the Executive.
After his presentation, a round of questions was held, where Minister Jackson acknowledged that there are aspects that do not have a specific definition in the Government’s proposals.
But in addition, he defended the proposal that the Executive participate in the appointment of those who will integrate the Implementation Commission of the New Constitution.
“What we are proposing is that the Executive replace the Legislative role, but that it has to present the projects in a determined period, and at the same time a counterweight, so that Congress has incentives to reach agreements,” he said.

“What we do not want to happen is that it is only the Executive that has a deadline requirement, there has to be some form of reasonable deadline requirement so that the agreement can also be generated from the legislature,” added Jackson.
“Today no one has a majority in Congress, therefore that should also give guarantees to all parties that no one here is going to take the process, so I do not think this is convenient for a political sector,” he said.
“Let it not be a dead letter and gradually,” Jackson said.
“All citizens are going to be actively monitoring this process, they are going to have a patience that we know is becoming more demanding among citizens, because people have problems today,” he finally warned.
