In his opinion, only those who do not understand how the Russian bureaucratic system works might create “thinkings regarding mobilization” on May 9th.
“Such things must be immediately approved by the Duma, otherwise the presidential decree will lose force, and the Duma is now on vacation. Our bureaucratic system is not very public, and few in Russia even understand it (and Western intelligence warned regarding a possible mobilization. — Note. ed.). On the whole, there was nothing new and nothing surprising in Putin’s speech, the observer concluded.
A different opinion is shared by Andrey Koshkin, head of the department of political science and sociology at the Plekhanov Russian University of Economics, as well as an expert from the Association of Military Political Scientists. He is sure that “Putin does not have ordinary speeches.”
“They always meet the difficult situation and the difficult tasks that the Russian state and society must solve,” the political scientist is sure.
