Request for briefing regarding medical responsibility and administrative inaction in mental health hospitals

Representative Rawya Mokhtar, a member of the House of Representatives from the Reform and Development Party, submitted a request for a briefing to Counselor Dr. Hanafy Jabali, “the Speaker of Parliament.”

The parliamentarian said, pursuant to the provision of Article (134) of the Constitution. And the text of Article (212) and Article (213) of the Internal Regulations of the House of Representatives, I have the honor to submit the following request for briefing to Dr. Khaled Abdel Ghaffar, Acting Minister of Health and Population, regarding the realization of what is happening inside the corridors of mental health hospitals in general, and knowing the reality of medical responsibility and aspects of negligence. And the administrative inaction that occurs in some psychiatric hospitals, as well as the treatment of psychiatric patients and those imprisoned among them on pending cases, and the care and services provided to them due to the recurrence of recent accidents and abuses within mental health hospitals.

On the other hand, the House of Representatives, headed by Counselor Dr. Hanafi Jabali, Speaker of the House of Representatives, continues its plenary sessions today, Monday, and Parliament is scheduled to hear, during its session today, the statement of Dr. Mohamed Maait, Minister of Finance, related to the state’s draft general budget for the fiscal year 2022-2023.

The council will also hear the statement of Dr. Hala Al-Saeed, Minister of Planning and Economic Development, on the draft economic and social development plan for 2022-2023.

The Council will also discuss the report of the joint committee of the Economic Affairs Committee and the offices of the Plan, Budget and African Affairs Committees on the decision of the President of the Arab Republic of Egypt No. 121 of 2022 regarding the approval of the African Development Bank Board of Governors Resolution No. 5/2021 issued on March 5, 2021 regarding the authorization of the special increase The temporary special increase for the bank’s callable capital, and the subscription instrument for the Arab Republic of Egypt within the framework of the temporary special increase in the bank’s callable capital.
