Humanitarian aid in Africa, a fundamental pillar of Morocco’s African policy. This was affirmed on Wednesday May 4 in Addis Ababa by the representative of the Kingdom to the African Union and the ECA-UN Mohamed Arrouchi.
The Moroccan diplomat who was speaking at a meeting of the African Union Peace and Security Council (PSC) devoted to the humanitarian situation in Africa, reiterated that thehumanitarian action constitutes a fundamental pillar of the African policy of the Kingdom.
Mr. Arrouchi, who is leading the Moroccan delegation to this meeting, which takes place in view of the Extraordinary Humanitarian Summit in Malabo, scheduled for the end of May 2022, underlined that the active and long-standing solidarity, which has guided the kingdom’s humanitarian action since its independence, has been demonstrated, in the context of the Covid-19 pandemic, through the delivery of medical aid within the framework of South-South cooperation.
The Moroccan delegation highlighted the finding of misappropriation of humanitarian aid by calling for exploring the ways and means to avoid this misappropriation. In the same context, the Moroccan delegation drew the attention of the AU Peace and Security Council to the importance of fighting once morest the devolution of competences of host countries, particularly jurisdictional, to non-State entities.
The Moroccan delegation also highlighted the deployment of 12 field hospitals as part of UN peacekeeping operations, alongside the delivery of humanitarian aid.
The Moroccan delegation recalled the Kingdom’s commitment, within the framework of the humanitarian and resilience dialogue between Morocco and the Sahel region, with a view to providing assistance to the Sahel country within the framework of sustainable development as well as follow up with Cen-Sad and the Arab Maghreb Union in order to consider in depth the potential for funding and support for African and regional structures.
Faced with converging current challenges, particularly those related to food security, the interaction between climate change and development, as well as humanitarian access in the context of the terrorist threat, the Moroccan delegation insisted on the imperative to act in within the framework of inter-African cooperation and to adopt an action-oriented approach and the strengthening of the resilience of refugees.
Regarding the protection of refugees, the Moroccan delegation stressed the vital importance of supporting registration and documentation operations as key tools for the protection of refugees, the integrity of refugee protection systems and as a key indicator in the assessment of humanitarian assistance to refugees.
Mohamed Arrouchi recalled the fundamental responsibility of host countries in this registration process, which is essential to avoid any exploitation of refugees, particularly the enrollment of children in armed militias.
