The Plenary of the National Elections Jury (JNE) declared the vacancy of the mayor of Lima, Jorge Muñozin the second and last instance following the request that accused him of violating article 22 of numeral 10 of the Organic Law of Municipalities.

In this way, the appeal of citizen Carlos Hinostroza Rodríguez once morest the agreement of the Municipal Council of Lima was declared founded, which, in November 2021, rejected the request for dismissal.

After Muñoz’s departure – given that the JNE will notify Muñoz of its decision in the next few hours – the deputy mayor Miguel Romero Sotelo for the next eight months, taking into account that October is the municipal and regional elections and in January 2023 the new mayor of Lima will assume office.

According to experts, Muñoz might file an amparo action but it would take time to resolve, with which -in practice- he ceased to be mayor of Lima.

According to the complaint filed by citizen Carlos Hinostroza Rodríguez on September 29, 2021, Muñoz received allowances for integrating the directory of the Lima Drinking Water and Sewerage Service (Sedapal) in 2019 and received, at the same time, his mayor’s salary.

The same accusation details that Muñoz would have received four diets as director of Sedapaldespite the fact that in that period he already held a public office.

Days later, in dialogue with TV Peru, Muñoz explained that he agreed to be part of the Sedapal board in the context of the flooding triggered by the collapse of a pipeline in San Juan de Lurigancho, which occurred in January 2019.

He assured that he returned the diets that were deposited and ruled out that a conflict of interest had been generated. “This is a really petty situation of a political group that what it is looking for is to destabilize”, expressed the mayor of Lima at that time.
