The Ministry of Public Administration (SFP) reported that, following a legal defense in various instances, the disqualification for 10 years and an economic sanction for more than 370 million pesos once morest a former official of the extinct Ministry of Social Development (Sedesol), involved in the plot of the case of the Master swindler.
According to the Registry of Sanctioned Public Servants, this is José Israel Torres Gutiérrez, former general director of Community Development of the former Sedesol.
The SFP recalled that in September 2018, the OIC at what was then Sedesol determined to sanction it for irregularities in the documentation of the provision of services for carrying out campaigns on radio and television in Hidalgo, in addition to authorizing that the payment be made from an item not applicable for contracted services.

The former public servant challenged the sanction in 2019; however, in January 2020, the Superior Chamber of the Federal Court of Administrative Justice decided to recognize the validity of the resolution.
Given this, he filed an amparo proceeding that was denied by the Eighteenth Collegiate Court in Administrative Matters of the First Circuit, and later filed an appeal for review before the SCJN, which decided to dismiss it as inadmissible, because it was not constitutional matter.
The OIC decided to impose the sanctions in accordance with the legislation in force at the time the events occurred, following having violated the Federal Law of Administrative Responsibilities of Public Servants.
