The urban agency (AU) of Meknes organized, last Wednesday, its 18th board of directors where it presented its activity report, relating to urban management, for the period 2019-2021. The meeting was also marked by the adoption of the moral and financial reports for the years 2019-2020-2021, the 2022 action plan, and the 2022-2024 strategic action plan.
Between 2019-2021, the AU – which also covers the provinces of El Hajeb and Ifrane – examined a total of 15,450 files, including 5,872 in 2021, 3,728 in 2020 and 5,850 in 2019. favorable for the various projects examined amounted to 80%. The report presented by the agency emphasizes the progress made in terms of modernizing its services, in particular the encouragement and promotion of the digital transformation of the services offered.
In her opening remarks, the Minister for National Territorial Development, Urban Planning, Housing and Urban Policy, Fatima Ezzahra El Mansouri, specified that “the Urban Agency is a partner fundamental for local authorities, especially since regional planning plays a central role in the management of space and the sustainability of its resources”.
El Mansouri also called on the Urban Agency to make greater efforts to address development issues within its scope and play its role in the local ecosystem, through the adoption of a renewed approach in the territorial management.
“The agency must continue the process of generalizing the coverage in urban planning documents, the recovery of development plans presenting difficulties, the reinforcement of the coverage in restructuring plans, likely to solve the land problem, the improvement of communication with partners and the implementation of the technical assistance program”, specifies the Minister.
During this meeting, AU officials presented the progress of the construction of their new headquarters, which reached 100% for the main works and 90% for the finishing. According to them, this head office will ensure the improvement of the quality of reception and service provided to citizens as well as that of the working conditions of the staff.

The council proceeded, on this occasion, to the presentation of the action plan of the Urban Agency for the period 2022-2024, in accordance with the guidelines of the supervisory ministry and taking into consideration the priority needs expressed at the local and regional levels. in urban planning.
This plan insists, in particular, on the continuation of coverage with the necessary planning documents, and the updating of those that have become obsolete. It also provides for support for the rural world and emerging centers as well as major regional development projects under the agency, with the aim of strengthening the region’s competitiveness and supporting the implementation of implementation of advanced regionalization.
With regard to urban planning, the assessment presented by the UA reports significant progress with regard to the coverage of the territory of intervention in urban planning documents, in particular with the approval of 48 urban planning documents, including the Greater Meknes SDAU, 46 development plans and one development plan.
Twelve development plans concern the Local Technical Commission (CTL) and nine development plans are in the public inquiry phase. In three years, 60 studies relating to the restructuring of non-regulatory neighborhoods have been carried out. With regard to land and legal management, the AU actively participates in the work of the unified regional investment commission and that of the land appraisal commission.
