Dubai, United Arab Emirates (CNN)—The Houthi group in Yemen has welcomed the initiative announced by the UN envoy to Yemen, which was welcomed by the Saudi Arabia-led coalition to “support legitimacy.”
Al-Masirah channel, affiliated with the Houthi group, published a report in which it said: “The head of the national negotiating delegation, Muhammad Abdul Salam, welcomed the announcement by the UN envoy to Yemen of a humanitarian truce under the auspices of the UN for a period of two months, according to which military operations would stop and Sana’a International Airport would be opened for a number of flights, as well as the opening of Hodeidah port to oil derivatives for a number of of ships during the two months of the armistice.
And she continued: “The text of the United Nations initiative to conclude a two-month truce: Recognizing the urgency necessary to reduce the escalation of violence and to address humanitarian and economic needs, the parties will implement a two-month truce starting on April 2, 2022 AD and ending on June 2, 2022 AD, subject to extension. The aim of the truce is to provide an enabling environment for reaching a settlement. The truce is not intended to stop in order to allow any party to return its groups or resume military operations. The armistice will include the following elements:
1- Ceasing all offensive land, air and sea operations inside and outside Yemen, and freezing the current military positions on the ground.
2- The entry of 18 oil derivatives ships during the two months of the truce to the ports of Hodeidah.
3- Operating two commercial flights a week to Sanaa and from there during the two months of the armistice to the Hashemite Kingdom of Jordan and the Arab Republic of Egypt.
4- Once the truce enters into force, the Special Envoy will call the parties to a meeting to agree on opening roads in Taiz and other governorates to facilitate the movement and movement of civilians, men, women and children, by taking advantage of the atmosphere that created the truce.
5- The parties’ interaction with the Special Envoy regarding proposals for the next steps towards ending the war.
These arrangements are temporary in nature and do not set a precedent.
Methods and timeframe:
The armistice shall enter into force 24 hours following the declaration of the armistice by the Special Envoy.
– During the 24-hour period, the parties are responsible for informing the affiliated forces of the cessation of all offensive military operations and the freezing of military positions on the ground.
The parties will appoint liaison officers authorized to work with the Office of the Special Envoy of the Secretary-General for Yemen on all aspects of the armistice, including the military aspects, to support compliance with and respect for the armistice. Although there will be no independent monitoring, the Office of the Special Envoy of the Secretary-General for Yemen will provide coordination support requested by the parties to assist in the implementation of the armistice.
The armistice can be extended with the consent of the parties.
