Xalapa, See. During the presentation of his book “For a progressive democracy: discussing the present for a better future”, former presidential candidate Cuauhtémoc Cárdenas Solórzano spoke out for reversing the constitutional reforms of 2013, to articles 27, 25 and 28, to “recover the condition of strategic resource for oil and electricity service, and that they are functions that correspond exclusively to the state, without this meaning that opportunities are not opened to take advantage of resources as a driving force of the economy”.

Regarding the Electricity Reform, he pointed out that “much of what has to do with it should be more a matter of secondary law and regulation, than of constitutional reforms; that is to say, everything technical, what has to do with the management of electrical energy, the dispatch, backup, transmission of electricity, is largely a discussion of rates”.

He stressed that the only thing that has to do with constitutional reforms is to restore the condition of strategic resource to electricity; “But the first step is to reverse the reforms of 2013, and consider the need to promote clean energy, give it the corresponding priority, and also understand that for a long time we will continue to use hydrocarbons as a source of our energy and fundamental raw material for the petrochemical industry,” he said.

In terms of security, Cárdenas Solórzano stated that one measure that should be adopted is to withdraw the responsibility of combating organized crime from the armed forces. “I think it is very serious that a presidential initiative is regarding to be sent to incorporate the National Guard into the Secretariat of National Defense, in fact, they already depend on Sedena”.

He raised the need to create a well-prepared security force, with good communication, excellent intelligence, accompanied by a plan for national development, “that would consider the fight once morest crime through responsible objectives, resources, accountability before Congress and that was accompanied by state actions and the presence of society.”
